Mr. Picard is President of VERTEX Environmental Insurance Services (VERTEX) and has been responsible for operational and business development since inception. His responsibilities include establishment and initial management of new profit center and divisions, direct client development and management, and overall revenue growth of the company. Mr. Picard works on technical projects in the construction and environmental fields. Specific experience in these areas includes: surety project consulting (e.g. Cost to Complete Studies, Project Monitoring, etc.); construction management; underground storage tank management, environmental regulatory compliance, oil and hazardous material site investigations, local, state, and federal permitting, environmental insurance claims management, and remediation management.

Mr. Picard has previously held the positions of Environmental Scientist, Project Manager and Account Manager for an Environmental and Geotechnical Engineering firm headquartered in Indianapolis, Indiana. Prior to this Mr. Picard held an intern position with United States Environmental Protection Agency (USEPA). While with the USEPA, Mr. Picard worked on an environmental monitoring and assessment program for Region 1. In addition, Mr. Picard independently researched several innovative hazardous waste remedial technologies for the USEPA.

David E. Strzempko

Mr. Strzempko has over 20 years of experience in the environmental industry. Fields of expertise include: site remediation, assessment, air monitoring and indoor air quality, construction management, budget preparation and oversight, knowledge and application of state regulations nationwide; federal regulations including OSHA, CERCLA, SARA, RCRA and TSCA; Canadian Regulatory frameworks; emergency response for hazardous materials incidents, project management for EPA Superfund and brownfields site assessment initiatives. Mr. Strzempko has also performed numerous remedial assessments for site characterization and managed hundreds of environmental claims for the insurance industry, as well as provided extensive support to Loss Control personnel and Underwriters of environmental insurance.

Currently, Mr. Strzempko serves as a Vice President and Division Manager at VERTEX Environmental Insurance Services (VERTEX). Mr. Strzempko is responsible for management and administration of environmental claims and senior technical review for insurance and engineering opinions. Mr. Strzempko serves as the point contact for multiple accounts and maintains direct management of project teams and budgets. Projects involve risk management, loss control remedial investigations, feasibility studies, remedial design, large-scale claim investigation, reporting, cost negotiation and regulatory closure negotiation. Environmental claims have included personal lines losses, commercial general liability exposures, large-scale pollution exposures and pollution cost cap claims. Support activities related to mold/fungi issues have allowed Mr. Strzempko to lend his extensive air quality and construction defect experience to such claims.

Christopher M. Morley

Mr. Morley has over 13 years of experience in the environmental industry. Fields of expertise include: environmental claims investigations/management, hazardous waste site assessment and remediation; emergency response for hazardous materials incidents; project management for private brownfields development initiatives; hydrogeologic field investigations; conducting underground storage tank (UST) closures; knowledge and application of state environmental regulations nationwide.

As a Vice President/Senior Project Manager, Mr. Morley is responsible for providing senior management of the VERTEX Environmental Insurance Services organization consisting of engineers/project managers/scientists. Mr. Morley also manages hundreds of nationwide environmental insurance claims involving oil and/or hazardous materials. Tasks include: cause & origin investigations, subrogation analysis, technical interpretation of environmental incidents with respect to applicable environmental regulations, coordination and data gathering relative to environmental incidents; acting as a liaison between state authorities and insurance clients, development of remediation strategies, preparation of proposals and budgets for remediation, cost analyses, environmental underwriting assessments, and technical progress reporting. Additionally, Mr. Morley has also provided extensive support to Loss Control personnel and Underwriters of environmental insurance.

Mr. Noris has over 13 years of experience in the environmental industry as an Engineer and Project Manager. He has provided consulting services related to environmental risk management, health and safety, hazardous waste, environmental chemistry, and regulatory compliance to public and private clients. His areas of expertise include environmental risk analysis, site investigations, remediation design, remediation construction, emergency response, facility inspections, and project management, including significant knowledge and experience with federal and state environmental regulations.

Currently, Mr. Noris serves as a Senior Project Manager at VERTEX Environmental Insurance Services (VERTEX). As a Senior Project Manager, Mr. Noris is responsible for providing loss control and claims management services to insurance clients. Projects involve consulting insurance clients in regards to risk management, remedial investigations, feasibility studies, remedial design, large-scale claim investigation, reporting, cost negotiation and regulatory closure negotiation. This environmental claims and underwriting support work has allowed Mr. Noris to apply his engineering and environmental background in support of cost-saving solutions to the insurance industry.

Erik P. Borgesen, CMC

Mr. Borgesen has over ten years experience in the environmental industry. Field expertise includes risk assessment; epidemiology; toxicology; industrial hygiene; indoor air quality; construction defect investigation; HVAC assessment; emergency response action; subsurface investigations; environmental site assessments nationwide; and remedial oversight.

Mr. Borgesen serves as Senior Project Manager and is responsible for managing insurance services involving loss control associated with Indoor Air Quality (IAQ) assessments, underwriting support, and remediation of both bio-aerosol impacts and pollution events. Management tasks include: site investigations; cause and origin determinations; delineation of contaminated media; underground storage tank removals; oversight of excavationactivities; development of remediation strategies; and oversight and management of contractors. Mr. Borgesen also provides comprehensive investigative reports, remedial protocols, operational plans, and underwriting assessments.
