While the primary purpose of this building is to house NYPD District 34 and a NYCT Signals Department, it also serves as the "portal" to the $200+ million rehabilitated Stillwell Avenue Terminal. Retail and concession spaces were also provided on the first floor. The exterior facade includes multiple architectural finishes including restored terra cotta, architectural steel, precast concrete, granite, glass block and steel framed windows. The foundation system is a blend of driven and bored piles tied together with concrete pile caps and granite beams. The building frame is constructed of structural steel.
