The original Contract called for the construction of six (6) single-story precast tilt-up buildings totaling 448,600 square feet of office and warehouse space, as well as the installation of associated infrastructure and utilities. This work was divided between two work sites, approximately 1/2 mile apart, located on the grounds of the Denver International Airport (DIA). New roads, a taxiway, and an aircraft ramp were also to be included in the project. Tenant Improvements were identified as a possible add-in, to be included at the Owner's discretion.

In addition to standard ESA items, Vertex also assessed site compliance with applicable Spill Protection, Control, and Countermeasures (SPCC) plan requirements, as well as environmental permit compliance relating to RCRA, air emissions, and other applicable programs.

Vertex performed Phase I ESAs and limited compliance inspections of twelve plastics manufacturing facilities throughout the United States. The scope of work included site visitations to inspect the grounds and buildings as well as adjacent properties to identify potential for on-site and off-site sources of chlorinated solvents, oil or other hazardous material releases. A review of local records relating to ownership history, usage & site development; and a review of federal and state regulatory records related to on-site activities and potential off-site sources of oil or hazardous material contamination.
Additionally, Vertex reviewed previous environmental site assessments, construction documents, hazardous waste manifests, any operational documents, asbestos survey or abatement reports, and wastewater emissions permits. Following the above scope of work, Vertex prepared a summary of findings within one week of project authorization and a written report of the findings within two weeks of project authorization.

Vertex performed Phase I ESAs at a portfolio of eighteen oil change properties in Iowa, Indiana, and Missouri. In addition to standard scope items, Vertex assessed the sites for compliance with RCRA hazardous waste generation regulations and confirmed that the sites maintained adequate Spill Prevention, Control, and Countermeasures (SPCC) plans. Vertex also completed a Phase II Limited Subsurface Assessment at one of the eighteen facilities to assess potential impacts resulting from RECs identified during the Phase I ESA.

In addition to ASTM-scope assessment items, Vertex also assessed the sites for potential microbial (mold) impacts and the potential for on-site clandestine drug laboratories.

Vertex performed Phase I ESAs at a portfolio of twelve properties in Florida. Properties assessed included former agricultural rangeland and citrus groves, a former golf course, and undeveloped properties ranging from 50 to 1,200-acres in size. Properties also included derelict structures, areas of dumping, and various above-ground storage tanks (ASTs) associated with water well pump stations. In addition to standard Phase I ESA scope items, Vertex also assessed the potential for endangered species and wetland areas on the undeveloped sites, as well as the potential for impacts associated with historic pesticide use.

Environmental Site Assessment (ESA) by Site Visitation & Operation Review

Vertex was contracted by a multi-national industrial facilities owner to assist in a relocation of a copper tube manufacturing plant. Located in rural China, the plant was set to be relocated to Monterrey, México. Vertex's staff from China conducted a site visitation and review of operations to assess the attributes relevant to its potential effect on the environment and communicated it to Vertex Mexico who reviewed the findings and researched local government regulations.
Specifically, Vertex identified all substances or products to be employed that may cause an environmental impact. Additionally, Vertex estimated emissions, discharges, and waste expected to be generated as well as the control measures to be carried out.

Vertex was contracted by an international pump/valve manufacturer to conduct Due Diligence (Phase I ESA, Environmental Health and Safety, and Phase II ESA) at a manufacturing plant located in an industrial area of Niigata, Japan for a potential acquisition.
Although no USTs were located on-site, numerous underground pits storing wastewater were located on the property. The site also utilized numerous ASTs to store various oils, kerosene and waste by-products, some of which were in poor condition and the piping traversed underground.

Phase I Environmental Site Assessment (ESA)

Vertex conducted a Phase I ESA of an office building located directly on the Río de la Plata in the Puerto Madero Land Reclamation area in Buenos Aires, Argentina. Historic research indicated the site was previously developed with an industrial warehouse. Additionally, the entire surface water area of the Río De La Plata coastal zone is heavily polluted from past and present domestic and industrial sewage discharges from the greater Buenos Aires urbanized area. The configuration of the site building included subgrade parking levels which were equipped with sumps to maintain a lowered groundwater table. Vertex was able to advise the client of their potential risk as it related to local regulations and the possible acquisition and redevelopment of this site considering the known groundwater contamination.

Vertex conducted Phase I and Phase II ESAs at a former car dealership located in Mexico City, Mexico. The property was being cleared and redeveloped as a residential apartment complex. Following due diligence, the scope of work was extended to also include the management of the environmental remediation necessary during the redevelopment process.
Finally, Vertex provided all necessary documentation and assisted in regulatory negotiations to facilitate a resale of the site. Vertex was able to assist the client with initial due diligence (Phase I ESA), development, remediation and resale of the site.

Environmental Assessment

Vertex implemented an initial Environmental Assessment of a property that was impacted from an adjacent metal manufacturing facility in New Jersey. During our subsurface investigation, surface soil was found to be impacted by heavy metals from the factory's past airborne exhaust .
Vertex performed a Soils Management Investigation to characterize and delineate the soil impacts at the site. We developed and implemented a strategy to obtain vertical profiling data utilizing a real-time, on-site mobile laboratory. As part of an interactive team, including the construction management professionals, the Client , and regulatory agencies, Vertex was able to develop reasonable and effective soil management practices to facilitate the development of the property.
